Russian PR Association's political award RPRA Political Award Honest Rating is awarded to politicians, political parties, political groups and candidates in Russia and abroad, who have demonstrated effectiveness, technology and creativity during the competitive political campaigns in compliance with democratic procedures.

Functions of the Organizing Committee and the Jury of the Award are delegated to profile committee on political technologies by the decision of the executive committee of Russian PR Association.

Only the subject of the political process can be assigned to the nominees, not political consultants. Public recognition of the merits of their political consultants and team by nominees and winners is welcome.

The award is presented in the following categories:

• The best election campaign to the State Duma (in a year when parliamentary elections are held);
• The best election campaign of the pro-government candidate to the State Duma (in a year when parliamentary elections are held);
• The best election campaign of the opposition candidate to the State Duma (in a year when parliamentary elections are held);
• The best campaign for presidential elections (in an election year);
• The best gubernatorial campaign;
• The best campaign of "the party of power" during the elections to the legislative assemblies of the subjects of the Russian Federation;
• The best election campaign of the opposition party during the elections to the legislative assemblies of the subjects of the Russian Federation;
• The politician of the year.

Anti-award

• The failure of the year. Awarded for the worst technological campaign

The prize is also awarded to foreign participants of the political process:

• The best Foreign election campaign;
• The best Foreign referendum campaign;
• The best media effect on the political situation in the world and individual countries;
• Foreign politician of the Year.

Anti-award

• The foreign failure of the Year.

Special nomination may be established.

Nominees for the award are determined by members of the Committee for Political Technologies.

Short-list of nominees is formed on the results of discussions.

Members of the Committee on their own and with the involvement of external experts prepare a rationale for each position. Absentee voting is conducted anonymously, it is open to all members of the Committee on the political technologies.

The Committee has the right to involve foreign experts in the process of discussion and voting when assessing the foreign nominees.

•  United Russia. For obtaining a constitutional majority in the State Duma
• The LDPR. For the most vivid and creative election campaign

The best election campaign of the pro-government candidate to the State Duma (single-member constituency):

• D. Morozov (Cheryomushkinsky single-member constituency № 209) – for the victory of United Russia in one of the most opposition-minded Moscow’s constituency
• A. Balyberdin (Nizhny Tagil single-member constituency № 171) – for the victory over the popular politician in the region – MP from “A Just Russia” party A. Burkov
• V. Karamyshev (Seymsky single-member constituency №110) - for victory over Kursk political heavyweight Kursk - ex-governor Alexander Rutskoi
• G. Onishchenko (Tushinsky single-member constituency №206) - for the victory over opposition candidate with the highest fundraising in the capital  - MP D. Gudkov
• I. Sukharev (Buguruslansky single-member constituency №143) - for the technical company and a crushing victory over the main opposition candidate in the region – MP S. Katasonov

The best election campaign of the opposition candidate to the State Duma (single-member constituency):

Representatives of the Communist Party won over the candidates from United Russia in three constituencies

• A. Kurinny (Ulyanovsky single-member constituency №187) - the gap between the candidate of United Russia 0,3%
• S. Kazankov (Mariyskiy single-member constituency №22) - the gap between the candidate of United Russia 9,1%
• M. Shchapov (Irkutsky single-member constituency №93) - the gap between the candidate of United Russia 4,1%
• D. Parfenov (single-member constituency №200) - won over O. Mitvol (Green party) after the candidate of United Russia withdrew from an election, the gap between the candidates 3,2%

All four constituencies are included in the 10% most competitive constituencies (the smallest margin of the winner from second place)

The best gubernatorial campaign:

• A. Dyumin (Tula Region) - for the reference campaign of “a new face”
• S. Morozov (Ulyanovsk Region) - for the victory in the most competitive of the gubernatorial campaign during this year (the smallest gap between the results – 28,9%)
• N. Zhdanova (Zabaykalsky Krai) - for a victory over a strong candidate from the Communist Party N. Merzlikin
• S. Gapllikov (Komi Republic) - for the victory despite the fact that the authority of the regional government fell after the arrests

The best campaign of "the party of power" during the elections to the legislative assemblies of the subjects of the Russian Federation

• United Russia's campaign in the Orenburg region - for technical uniting campaigns from different levels
• United Russia’s campaign in the Kirov Region - for the campaign while the first person in the region is arrested

The best election campaign of the opposition party during the elections to the legislative assemblies of the subjects of the Russian Federation

• The campaign of the political party "Rodina" in Tambov Region – the best result of the party during this election (8,82%)
• The campaign of the political party "Yabloko" in Saint-Petersburg – the best result of the party during this election (9,8%)
• The campaign of the Party of Growth in Saint-Petersburg – the best result of the party during this election (10,72%)

• Party of Growth - for the failure of the liberal project with the highest potential for winning due to non-professional campaign
• “Yabloko” - for the loss of state funding due to the lowest result
• PARNAS - for the failed organization of the primaries in the capitals due to the technologically illiterate campaign
