Project Producer, Political Consultant, member of Expert Council of Russian Cities and Committee on Political Technologies of Russian Association of Public Relations (RASO).

He is an Advisor to the Deputy CEO of ‘System Operator of Unified Energy System’ OJSC. Founder of Producer Group ‘ObKom’.

He successfully graduated form Krasnoyarsk State University (1997, Law Department) and Russian Academy of State Service supported by the President of the RF (2005, Moscow, Anticrisis Management of Social Processes), as well as 20 different coursed and advanced training, including abroad.

He has been running communication practice since 1995 (organized a regional branch of Yabloko Party and elections into State Duma in 1995). He has run more than 30 election political and social campaigns of different levels, holding executive positions therein. Since 2003, he has been running a management practice in business relations with government (GR/PR). Since 2005, he has been engaged into development and strategic management.

He is a founder of ‘ObKom’LLC (www.obcom.pro) being a production intergration company specialized in developing and implementing complex projects as well as solving non-standard tasks in communication area, social entrepreneurship, social activities, politics, territory development, developing  strategy and road maps.

He is a winner of Competition ‘Targeted Search for a top management personnel ‘Golden Personnel Reserve of Russia in 21st century’ (1999), Laureate of competitions ‘Golden Fund of Entrepreneurship’ (2007), ‘Personnel Reserve of Unified Russia – Professional Team of the Country’ (2007 and 2010).
