He was born on November 19, 1981, in Leninogorsk, the Tatarstan Republic.

In 2006, he graduated from Moscow State University named after M.V. Lomonosov, major in Physics and Astronomy at Department of Astronomy, Gravimetry and Celestial Mechanics.

In 2012, Ruslan Moldin graduated from Belgrad University, Political Sciences Department, major in Communication Studies.

Starting from 2003, in Moscow, he ran propaganda Headquarters at elections of mayor, to Moscow State Duma and elections of the President of the RF, in Leningrad – at elections to Legislative Assembly, in Smolensk – at elections to Regional Duma, in Vladivostok – at elections to Municipal Duma,  he also headed Headquarters of a candidate into city mayor (Khanty-Mansiysk Autonomous District), at elections into Municipality of Primorsk Land and elections of governor and Regional Duma in Volgograd region. He led a campaign on mass media cooperation at elections to State Duma-2007 in the Republic of Tatarstan, he also participated in election campaign to Samara Municipal Council, elections to State Duma-2011, and Legislative Assembly for Altay Land. His portfolio includes elections of Serbia President in 2008, elections to European Parliament in 2009, elections to Parliament of Serbia in 2012, elections of President of Armenia in 2013, elections of Governor of Illinois and Olderman of Chicago district (USA) in 2014, elections of delegated of Supreme Council of PMR in 2015.

Since 2011, he has been a Managing Partner of ‘Progress-Communications’ Strategic Consultancy Center. Center’s operational direction is to organize commercial, election and PR campaigns of different levels in Russia and abroad; set tasks and targets, develop strategy and tactics; plan operation of press service, create and edit printing, broadcasting, digital and other mass media, copywriting, speechwriting, media planning, trainings, marketing and sociological  researches.

Ruslan Moldin is a member of Russian Association on Public Relations (RASO).
